I made rescue tarballs of portage and python available on
http://dev.gentoo.org/~kloeri/bins - both latest stable versions.
Regarding a new release - yes, it's certainly time for a new release and
I'm building new stages and livecd right now. If everything goes
according to the current plan, we should make the release in a few
weeks.
