Hi,

the portage QA tests check if the installed files are world writable.
When the host filesystem for the prefix is configured to set the
permissions this way, portage waits 1 second after displaying an error
message for each installed file. This makes the prefix unusable of
course.

Attached trivial patch puts this check in an if statement depending on
an environment variable QA_SKIP_WRITABLE. Setting this in make.conf
makes prefix usable again.
