it's probably the user administration.  Check your
$EPREFIX/usr/lib/portage/pym/portage/const_autotool.py for correctness
on the users and groups, and also check your $EPREFIX/etc/make.globals
for the correctness of PORTAGE_{USER,GROUP,INST}* variables.
