In addition to Mr.Andresen' reply.
There is a package that deletes the unnecessary locales:

 eix localepurge
* app-admin/localepurge
     Available versions:  0.5.1 ~0.5.2
     Installed:           none
     Homepage:           
http://www.josealberto.org/blog/index.php?s=localepurge
     Description:         Script to recover diskspace wasted for
unneeded locale files and localized man pages.
