[gentoo-catalyst] portage_overlay in GRP targets

Hi.

Is portage_overlay supposed to do something useful for grp targets? The 
combination of generic_stage_target.py:907, which forces PORTDIR_OVERLAY 
to /usr/local/portage, and "portage_overlay" missing in grp_target.py:112's 
action_sequence, means that the overlay won't be where portage looks for it. 
Not having overlays available for the GRP target seems somewhat impractical.
