We know that the number of users with things installed is not zero. We
also know that by following a simple migration path, that number can
become zero in a way that doesn't result in any nasty surprises for
anyone. That's all that the Council is being asked to agree on here --
that rather than nuking things without warning, we should warn affected
users that they need to take action, and give them a reasonable about
of time to do so before we go around deleting anything.
