Moderation and reorganising posts is a not trivial task (I do it now)
and would add to the councils workload and only council members would
be able to moderate as only they could deceide what was relevant.
There is also the case where moderators do not agree on the action to
take. That happens now too.
On the whole, I suggest that the extra work outweighs the advantage of
extra flexibility.
