GMANE provides an alternative service for most mailing lists. c.f. bug 424647
It's not exactly a config tool, but a gui interface to portage such as,
kportage (currently broken), should be part of gentoo-desktop.
Also, it's not really part of the desktop project, but being able to
assign specific net devices to interfaces would be useful. There's no
real easy way to do this in gentoo, but through an ugly hack I was able
to do it.
