First, please turn off HTML when posting to mailing lists.  Many consider
HTML mail the bringer of spam and malware, so kill file it.  (It seems
those using gmail frequently have this problem.  You aren't the only one.)

Read the error message, and read the Gentoo Handbook, Part 3, working with
Portage. That'll answer those questions and more.  Gentoo has a reputation
for some of the best documentation in the community, but it does no
good if folks don't read it.
