Last rites for dev-db/firebird-docs

I am not sure why this is it's own package. It's pulling in old release
notes, and pdf documentation available via a USE flag on the firebird
package itself. Which I guess one could want documentation less and
install, but I fail to see why we need an ebuild for that :) Just go
download the docs and voila :)

Anyway unless their is a compelling reason to keep in tree, it's going
to be removed ASAP. Not sure if it's worth waiting 30 days on or not,
but will likely let it serve it's time. As for deps, I would be shocked
if anything deps on this. Given that the firebird package itself
doesn't :)
