It seems that gentoo-dev-announce never saw a message on how to use 
EAPI=1 features so writing one now as there still seem to be devs out 
there unaware of the new features.

1. Declaring EAPI

put EAPI=1 after header and before inherit
see skel.ebuild for more information

2. slot deps
${CATEGORY}/${PN}:${SLOT}

3. IUSE defaults

Add + before the name of the use flag in IUSE to turn it on by default.
