Clarification of elibs role/implementation is expanded, along with a reversal of the 'old eclass compat' ebuild- 
basically, it's not needed exempting either A) users being dead set on sticking to <=2.0.51 portage (well, that's 
their choice, thus the consequences are theirs too), B) people badly damaging their portage installation.
Later isn't likely, nor worth much concern.

Either way, it's in the glep.  So go read it :)
