5 Well, the best technical solution for this is probably "subslot dictionaries"
6 as suggested in bug 462138. Then, for each library a separate subslot could be
7 declared, and programs can only be rebuilt if really needed. However,

9 1) I see this as a measure only for special cases, since it once again
10 increases the maintainer burden. Going from subslot to subslot dictionary
11 should only be done in a package if it's really worth the effort.

13 2) Maybe we should consider decoupling the subslot from the slot then. I.e.
14 introducing a separate variable SUBSLOT.
