[gentoo-dev] Binary packages and i18n

I'm looking to start a localized distro. As a gentoo user (and one who 
converted many) I'd like to use gentoo as the base distro.

The distro is tartgeted at the normal average user with little linux 
experience or one switching from windows.

We'll write an installation program and configuration tools. If/when the users 
will acquire more knowledge, they can turn to the base distro and start using 
Gentoo's ebuilds themselves.


I have two issues:

1. I need to distribute precompiled binaries, can this be accomplished (via 
tbz2 ?) 

2. Can ebuilds be described in more than 1 language ? If not, how to 
accomplish this (at least 2 languages, more preffered)?

Maybe store different descriptions under the files directory for each ebuild, 
and write a frond end which searches in those files and passes the name to 
emerge ?
