11 Making it narrow should enforce people to stay on topic.

13 Topics of important to the Development Of Gentoo are more valid on
14 council, or trustees mailing lists. Recent example of this is the
15 discussion on licensing which fits in with your description of
16 developers and development. We assign copyright to the Gentoo Foundation
17 so the correct place for discussion is the trustees list.
