9 More to the point a facility to opt out either on a per-package basis or
10 globally should be allowed. But that is an implementation detail not a
11 specification one. The spec should say that running src_test is default.
12 There is nothing in that statement that says that there shouldn't be a
13 way to turn it off if the end user doesn't want it.

15 Take paludis for example, with SKIP_FUNCTIONS you can already do this
16 with a simple case statement, that however as I said is implementation
17 specific not a spec issue.
