More to the point a facility to opt out either on a per-package basis or |

globally should be allowed. But that is an implementation detail not a |

specification one. The spec should say that running src_test is default. |

There is nothing in that statement that says that there shouldn't be a |

way to turn it off if the end user doesn't want it. |

Take paludis for example, with SKIP_FUNCTIONS you can already do this |
