And for those upstreams that do, you RESTRICT=test, or better yet
filter out dodgy tests. Which is what you should be doing currently
anyway -- the difference is, with EAPI 3 you'll have to go out of your
way to do the wrong thing, as opposed to now where you have to go out
of your way to do the right thing.
