I submitted an ebuild for it, with a kvim one too, to bugzilla back on
September. You can see it on http://bugs.gentoo.org/show_bug.cgi?id=7691
I'm not sure if that version requires you download the kde-cvs ebuilds
available on http://cvs.gentoo.org/~danarmak/ since the cvs.eclass is
included in the main portage dir.
Give it a go and write me back if you have any problem.

Oh, before I forget, there are some issues with the vim executable you
can use for it work. It needs to be called just 'vim', not 'kvim' or
anything else, and it cannot be a symlink either. That' was the reason
for that different kvim ebuild I had done. You can work-around it,
copying '/usr/bin/kvim' to '/usr/local/bin/vim' (a hard link should
work too) and using that copy when configuring vimpart within kde's
control center.
Since that problem has not yet been fixed by the authors, who are aware
of it, maybe I, or someone else with more kde programming experience,
could try to fix it.

Be aware too that it has some problems, derived from the
non-understanding between Bram Moolenaar, main vim's author, and
Philippe FREMY, now leading kvim development.
