RTFM.
Metadata.xml specifies a herd for a package. That means that when there is no
individual maintainer (or he/she fails to do his duty) that package is
maintained by whomever maintain the herd. In this case the project members of
the games project maintain the games herd. This means that they will maintain
the package if there is no named maintainer or he/she leaves, is unavailable,
etc.
