I'd suggest to split the diff, discussion and voting to make it more
focused:

1) QA team lead, deputy, and accepting new members of the QA team
2) Revoking/reevaluating commit rights

While I mostly agree with both suggested updates, 2) is obviously very
controversial. It would be great to hear what QA team thinks about it,
especially some rationale about the changes.

Also, I think we don't have a "too much QA" problem in Gentoo. The
opposite may be true (i.e. "not enough QA").
