9 this policy predates me, and i'm not the only one supporting it (i've had
10 almost no hand in the construction of any part of the devmanual for examle).

12 matter of me staring at the guts of the core system for so long.

14 at this point, things can probably be enumerate a bit more clearly due to the
15 slow culling of less important packages from @system. i'd have to noodle.
