6 As Petteri noted it's not obvious that GLEP39 disallows choosing a
7 non-dev as proxy for a council meeting. I haven't talked to Tiziano,
8 and I don't know what he had in mind when he chose ciaranm as his
9 proxy, but I'd be ready to believe part of it was that he wanted to
10 experiment. And experiments sometimes succeed, or sometimes they fail,
11 but they often teach you something. I wouldn't be as fast as you to
12 remove Tiziano from the list of people I'd vote for.
