Well,

i suppose you're talking about gtkmm2 and friends here, i think because 
it's pretty heavy in development and that would mean updating a bunch of 
packages quite often over some time, while there is enough stable stuff 
to attend to. Altough I know you can find some newer ones then those 
that are in portage right now on bugzilla.

There are no packages relieing on it atm afaik, so that lowers its 
priority as well.

Mostly they will work fine with version-bumping btw, so you can get 
quite easily the latest and greatest at your personal system. But i 
suppose when they enter the official tree all dependencies need to be 
checked as well, which is time consuming (the first versions in portage 
were mine if i remember correctly).
