17 Since Alax Cox is a kernel developer I'm sure it is in the kernel .. just the development kernel
18 Keep in mind that RH / MDK etc etc will possibly add devel features into their own kernels if the need arises whereas the 2.4.x maintainer might not see the need to do so.
