5 no, the discussion is whether we should continue to have ifconfig be an option
6 at all, not "always use ifconfig". as long as we need net-tools in the system,
7 openrc should support ifconfig as an option for basic configuration.

9 defaulting to iproute when it's available, and requiring it for more
10 complicated stuff is fine by me. but adding static ip addresses and static
11 routes is trivial to support.
