How? Users aren't part of the Gentoo's hierarchy, developers are.

Actually the forums are fine as they are. They are a tried and tested
formula and the main place that those need help go. That alone should
give you an idea.

If you could point out some *actual* problems then maybe we could
suggest some solutions.
