The latest gnumail release (and also basically all non-Etoile stuff) has
been moved from the overlay to the main tree; look here:

It does exist in the "prefix-overlay" :
http://overlays.gentoo.org/proj/gnustep/browser/prefix-overlay
which I have never used.
If you are using the prefix-overlay, that may explain the problem.
Otherwise, two ideas:
1) Manually upgrade gnustep-back-art (there may be a Portage bug in
handling virtuals that are both old- and new-style, see bug #190256)
2) Post here your "emerge --info"
