No idea why portage would want to remove gcc.... As for recovery though, 
if you have another system available, there is a way to build a binary 
package without actually compiling it, rather just sucking the files 
back up from the current system. Unfortunatly I don't remember how to do 
this, I thought it was an emerge option, or with the qpkg tool, but 
neither seem to be the one from my quick look.

However if you can do that, then you could emerge that binary package on 
your broken host with the --usepkgonly option.
