[gentoo-licenses] app-text/cpdf distributable on mirrors?

app-text/cpdf is under the "Coherent-Graphics" license [1]. Is this
redistributable on Gentoo mirrors?

The key sentences of the license seem to be these:

   "By installing, copying or otherwise using this Software, you agree
   to be bound by the terms of this license agreement."

   "You may not use or distribute this Software or any derivative
   works in any form for commercial purposes."

Would the first imply that the Gentoo Foundation and all mirror
operators must become a party to the agreement?

Also they do not define what they mean by "commercial purposes". Does
a non-for-profit organisation making money from ads on their site
already qualify?
