[gentoo-mirrors] distfile syncing frequency

If you are currently managing a Gentoo distfile mirror (as opposed to a
Gentoo rsync mirror), could you please double-check and make sure you are
NOT synchronizing your files more than once every four hours?  The logs are
showing a number of you are synchronizing every 30 minutes.  We use a
shared server for our master distfile mirror and need to be respectful
netizens.
