For what it's worth, I am syncing against rsync1.us.gentoo.org and every
now and then I get rejections like these that I got today:

Date: 30 Jul 2009 23:00:03 -0000
Date: 31 Jul 2009 01:00:03 -0000
Date: 31 Jul 2009 02:30:03 -0000
Date: 31 Jul 2009 09:00:22 -0000

Same body in the mail from fcron:

@ERROR: access denied to gentoo-portage from x091102.ppp.asahi-net.or.jp (122.249.91.102)
rsync error: error starting client-server protocol (code 5) at main.c(1504) [receiver=3.0.5]
Job /etc/cron.d/gentoo-portage-rsync terminated (exit status: 5) (mailing output)

$ sudo crontab -l 2>&1 | grep portage
& */30 *   * * * /etc/cron.d/gentoo-portage-rsync
