11 How about this. We have the first election, but the half with the most
12 votes get 18-month terms -- just this once! That will set up a six-month
13 staggering of re-elections for half the seats each time, with standard
14 1-year terms after that.

16 If that's too often, there are alternate possibilities, like doing the
17 same thing at 12 and 18 months, or 9 and 12, etc.
