Personally, I see it as two different bodies with two different
electorates voting people into roles that require disparate
respnsibilities.

AFAIK, the trustees handle all the legal bullshit that the foundation
was created to insulate the developers from, at least if my dev quiz
is to be believed, meanwhile the developers, through the council,
worry about the technical and project issues.

Given that the foundation itself is cited as existing to deal with the
non technical/codemonkey issues, like trademarks, and legal stuff, and
property, and funding, I think this dichotomy is actually not
inappropriate at all.

Their responsibilities are disparate, so I think it's completely
reasonable for them to be handled by two separate groups.

Let the developers do their development with the council uniting them,
and let them sit under the anti-legalese umbrella provided by the
foundation that the trustees look after.

To me, it's not about them fighting with each other, its about them
having diverse responsibilities.

That said, I certainly would advocate that the council and trustees
maintain communication with each other so that they can stay on the
same page since they have different roles but are supporting the same
ends. They should stay in communication, and ot that end I'm pleased
by the joint meetings.

A leg, by analogy, has bones, muscles, skin. The bone is made of
minerals, and the muscles are made of protein, but both of them work
together as a team for the common purpose of helping the human stand
up.
