Since I expect that we'll be getting more requests for money as time
goes on, I thought it would be easiest for us to keep track of if they
were in a regular format with most (if not all) of the information the
board needs to make a decision.
I spent a few minutes writing up an idea in a plain-text form, which I
attached. Although there are certainly other ways of implementing it,
the basic information would be the same.
My idea is that requesters would GPG sign the form and send it to the
board. A board member would then commit it to CVS so we wouldn't lose
it. When funding was either approved or denied, the status would be
updated, and person who changed it would again GPG sign it.
Other tracks to accomplish the same goal could include a Web-based
submission or using Bugzilla.

Funding Request
The purpose of this form is to allow the foundation to keep track of funding
requests in an organized fashion, instead of having a collection of e-mails, IRC
conversations, etc.
This form has a specific format. All of the sections start at the left side of
the form. They have a short name and a description. Insert your responses after
the examples, one tab in. A sample form is available at <INSERT LOCATION>.
Before submitting this form, all of the requesters must GPG sign it to prove
their identities and to show that they support the request.

Deadline (optional): Day Month Year. This may not be applicable in all cases.

Donnie's computer is broken. He also has smelly feet.
Justification: Provide any available information to show that your
requested funding will be sufficient for your problem.
Last year we only requested $15 to cover Donnie's smelly feet, but it
wasn't enough. We spent it after just six months, so we've doubled the
request.
