I'd still feel better if we had a requirement that you were a dev for at least a
year to be considered on the board. There may be exceptions to this, but overall
this ensures that the person will stick around and not disappear. The other
reason being experience with Gentoo over a period of time. I know how things
seem very different now then when I first joined Gentoo from a perspective point
of view.
Unless I misunderstood this and you mean voting rights. If its just about voting
rights, then sure, any active dev should be able to vote if they register.

Sounds good to me! Will there be a specific process for announcing, or just a
formal announcement on the dev mailing list?
