My idea about a list would be more to prevent subjective or arbitrary grants. |

A list would make sure that at least the time of the year forms no factor in |
14 |
possible grants. Of course making a list means making decisions. But the |
15 |
alternative would be to have the decisions made for you by external |
16 |
influences. |
