IIRC, this change was made to default-darwin/make.defaults a while  
back. In any case, it looks to be there right now:

FETCHCOMMAND="/usr/bin/curl -f --connect-timeout 15 -# -o \${DISTDIR}/ 
\${FILE} \${URI}"
RESUMECOMMAND="/usr/bin/curl -f --connect-timeout 15 -# -C - -o \$
