Whoa. Looks like you covered pretty much everything I'd have to say
on the topic. Good job! 10,000 brownie points for Finn.
Basically, Brian Harring (ferringb) is deeply involved in rewriting
much of the portage internals. Once the rewrite is complete, we can
expect things like ICANINSTALLTO (from [1] above) to be implemented
very easily.
