Searching on CPAN it seems the console program and the Perl module are 
in the same package:

http://search.cpan.org/~shancock/Perl-Tidy-20031021/

and so is in Gentoo: dev-perl/perltidy has it all.

Yep, the naming of module packages is a bit of a problem in 
circumstances like this. By the way, how is this resolved in situations 
such as LWP vs libwww-perl?
