[gentoo-pms] Including layout.conf in PMS

Hello,

Do you think it is a good idea to describe the layout.conf in PMS? It's
used in the tree already, and pkgcore complains about missing
'masters=' already.

Well, 'masters=' basically requires introducing cross-repo stuff in PMS
but overall information on the file, its purpose and format may be
a good start. We don't have to specify the exact keys yet.
