Excellent, yours is pertinent and your response is much
appreciated.

I reset the OF to the factory defaults and applied the
suggested delay to the modem init without having any
success. kppp first signals that the modem is ready,
then says the the modem does not respond.

If anyone has another thought on how to trouble-shoot
this issue, I'll be much obliged to receive it.

Thanks for this list, and thanks for Gentoo ppc -- my
run-away favorite despite this modem problem.
