I think the council in general should only decide on the first question. The second one should not be an open discussion, but instead pre-discussed such that the council can simply vote on the whole (yes support cloaks, and like this)

This seems totally out of the domain of council to me. We have specialised sub-projects to deal with these kinds of grey areas. -- Fabian Groffen Gentoo on a different level
