27 I agree with the idea of separating the goal and general rules of the
28 functioning of the council and their influence in the global governance
29 from the daily details of how they operate. The latter should be set
30 freely by a council at any time with a majority vote. However, slacker
31 marks aren't a detail on the council operation but a "safety net"
32 measure that should be part of the meta-structure policy document.
