I don't officially speak for the Foundation, but the intent is that
Foundation membership is open to most developers, and to members of the
community who have generally made some kind of strong and consistent
contribution (without necessarily being an actual developer). That
doesn't necessarily require a forum account, but if you plan on applying
as a general member of the community you should probably be able to
explain to a trustee what you have done to contribute to Gentoo.
Foundation members who are not developers are completely new this year,
so there isn't a lot of precedent. However, if you're the sort of
person who has maybe contributed to some kind of gentoo-related project,
or helped out infrastructure by hosting mirrors, or have done a lot of
work over the years helping out people on mailing lists, or whatever I
imagine this is the sort of thing the trustees would be looking for.
Merely running gentoo probably wouldn't qualify. However, I don't want
to discourage anybody from applying if they feel they have something to
contribute.
