Just a side note, but don't forget about users and their
/etc/portage/package.(un)?mask files.
Any automation which would be useful for devs editing mask
files in portage and overlays is also of use for users.
(And -- as already mentioned -- if the syntax is to change,
please go with sexps rather than xml.)
