8 The bylaws that govern this matter are GLEP 39. GLEP 39 lets the Council
9 decide when they hold meetings and how they go about it (so long as
10 they at least have one open meeting per month). The Council decided at
11 the end of their previous meeting to hold a second meeting, so it
12 clearly counts -- it wasn't like it was one person saying "we're having
13 a meeting in five minutes because I say so, and if people don't show up
14 they get slacker marks!"...
