Yup.  The system is also for open MLs (MLs that don't need a subscription to 
post to) so someone out there who needs a quick question answered but doesn't 
want to join the ML, can ask, and get their responses (because they're in the 
To: or Cc: fields), and the ML can get its for archival purposes.
