9 Agreed. I'd almost never put a candidate without a manifesto above
10 reopen-nominations, but I don't see the need for a rule here -
11 especially since we do have the reopen system.

13 To avoid short replies to 5 different emails, regarding the issue of
14 actions speak louder than words, I wholeheartedly agree. However, I
15 still find manifestos useful, because they show that a candidate
16 actually has given some thought to the role and what they plan to do.
17 Not finding the time to write anything at all to me speaks about the
18 level of interest or time available to dedicate to the role.
