Ok I fount that there are bugs already filled for it. Generally there are 2 problems: 1. Groff is not able to format utf8 characters properly, there are bugs No:121502, and 190288 for it, 2. Manual conversion to utf8, there are many bug reports filled for it, for different national manuals, for example polish bug No 122271.
