on the second thought it shouldn't require any GLEP nor EAPI bump, since it would be just portage internal feature used for gentoo-x86 development as other package managers are only obligated to support portage tree distributed by rsync method - besides they should already be capable of checking only hashes specified in Manifest -- regards MM
